The Cost Recovery Working Group assesses how state cost recovery
is working from both the carrier and public safety perspectives; identifies the disparities and the degree of disparities across regions; and,
determines if the federal government should play a role.

To that end, it consolidates information about cost recovery programs
and the issues that surround and impact such programs; draws
correlations and inferences; determines what works and what doesn't
work; and, makes recommendations to achieve the best solutions.

The Deployment Process Working Group maintains a set of the most recent deployment numbers that can be provided to Congress or any other interested parties and provide an understanding of the various numbers being presented.

The Program Office Working Group provides recommendations
on the construct of the joint NTSA/NTIA program office created
by the E9-1-1 funding bill, provides a pipeline of data to it, and
identifies issues that it may want to consider. 

• How can the process be streamlined for ease for applicants, but maintain control? 

• What should the funds cover? 

• How should the use of funds be monitored?

STATE & LOCAL EDUCATION AND OUTREACH:

The State and Local Education and Outreach Working Group
works with state/local entities to educate them on wireless E9-1-1 issues.

It focuses on the gaps in wireless E9-1-1 coverage, the value of
expanding that coverage, and encouraging the increase of resources available to deploy wireless E9-1-1. 

At the same time, it creates a compilation of E9-1-1 experiences
gathered from state and local entities, including what has and has
not worked.

This working group also works with organizations that are already
connected to state/local bodies such as NENA, APCO's Project Locate, the National Governors Association and others.
