into law the New and Emerging Technologies 911 Improvement
Act of 2008 (HR 3403) at a
ceremony at the White House.
H.R. 3403, the New Emerging Technologies 911 Improvements
Act of 2008 is a law to promote and enhance public safety by
facilitating the rapid deployment of IP-enabled 911 and
E-911 services, encourage the Nation's transition to a
national IP-enabled emergency network, and improve 911 and
E-911 access to those with disabilities.

April is “National 9-1-1 Education Month
Washington, D.C.

Eight
national organizations – “The
Coalition for 9-1-1 Education” – called upon
educators, parents, public officials, and telecommunications
industry leaders to join a national effort to educate the
public on the importance of the 9-1-1 emergency call number
system and its appropriate use during April, which is
National 9-1-1 Education Month. Retired NFL great Tim
Brown, the national spokesperson for the Coalition, said:
“the 9-1-1 system can save lives, but it requires dedicated
individuals who care about public safety to take the time to
educate a child or parent or teacher on how to use it.”

U.S. House of Representatives today by a vote of 381-0
passed H. Res. 537 recognizing the importance of 9-1-1
education and directing the Administration to establish a
National 9-1-1 Education Month.
The resolution, sponsored by Congressional E9-1-1 Caucus
Co-Chairs Reps. Anna Eshoo (D-CA) and John Shimkus (R-IL)
and 56 House co-sponsors, puts Congress behind a national

seats on the organization’s Board of Directors.
The organization,
which has more than 1,000 members nation-wide, holds an
annual election for representatives from public safety,

The E911 Institute
is currently accepting nominations for the “E9-1-1 Institute
Honors Awards” for 2005. The Honors Awards will
be presented at a ceremony in Washington, D.C., in
conjunction with the Congressional
E9-1-1 Caucus on March 1, 2005.
Last year, the Institute honored 3 outstanding individuals
who demonstrated heroic action and extraordinary leadership
to save lives through the 911 system. This year, we
have expanded our awards categories (eight) to honor a
broader range of heroes and leaders whose stories highlight
the life-saving value of 911 services.
Anyone can nominate.
You don’t have to be a member of the E911 Institute to
nominate.
Any individual or group
that has achieved excellent in one of the categories listed
in the nomination forms are eligible to be honored.

Senate Passes E9-1-1 Legislation -

Late last night,
the U.S. Senate passed H.R. 5419, which included
the
“ENHANCE 911 Act of 2004",
the “Commercial
Spectrum Enhancement Act” and the “Universal Service
Anti-deficiency Temporary Suspension Act.” The
ENHANCE 911 Act, authorizes $250 million per year for grants
to upgrade enhanced emergency communications services.
In addition, the bill would address the problem of dedicated
state 9-1-1 funds being diverted for other purposes.
States that divert 9-1-1 funds – which are usually collected
by consumers for the purpose of supporting 9-1-1 services –
will not be eligible for this new federal grant program.
Further, the legislation would establish a joint program
office between the National Telecommunications & Information
Administration (NTIA) and the Department of Transportation
(DOT) to administer the new grant program as well as to
facilitate coordination of emergency communications services
between all levels of government.
This legislation
brings Federal resources, for the first time, to expand and
improve our nation’s 9-1-1 system. Thanks to the
leadership of Senator Burns and Senator Clinton, the U.S.
Senate has made a significant step towards realizing the
goal of implementing E9-1-1 throughout the country.
